Dubai decent central hotel and dress code for ladies

I am going to Dubai, United Arab Emirates. Considering that I am female I would like to know is there any dress codes for ladies there. According to what I have heard they have some strict rules and regulations when it comes to dressings, I mean they are Muslim country. I am also looking for some decent central hotel. It would be nice to answer to these two questions of mine.

I have friend working in the Emirates there, and I was doing some test with him, jeez rules and regulations. First it is not polite to look at the local woman, eye contact and also not polite pointing with the finger. There are places not allowed to be photographed and cant take a picture of any local without their permission. But when it comes to dress codes I dont think they apply to foreigners. I think you will manage there with smart casual look. Hotel suggestion, you could check in the Coral Boutique Hotel Apartments in Sheikh Zayed Road. It is very close to everything with great comfy rooms filled with all you need in there. I mean, it is Dubai so I dont think that any of their hotels is a dump, would be probably shocked if someone will tell me thing like that.
