Is it true that Westin Resort in building on Roatan?

I am looking forward to my vacation. I haven’t decided where to go yet but my friend suggests Honduras. He claims that there are nice sandy beaches, crystal clear water and great opportunities for scuba diving there. Is it true that Westin Resort in building on Roatan?
